Worse if Moon is also debilitated, waning, or in dusthana.
Cancellation
Cancelled if: Moon is in kendra, Moon is aspected by Jupiter, Moon is conjunct any planet, Moon is in own/exalted sign, or any planet is in kendra from Moon or Lagna. Many cancellation paths exist — true Kemadruma is rare.
